序
2019年是新中国成立70周年。70年来，我国研究生教育与国家发展和民族进步共命运，走过了从无到有、从小到大、快速发展的不平凡历程。特别是党的十八大以来，我国研究生教育进入发展新阶段，研究生教育改革全面深化，质量意识和发展水平较大提升，结构优化调整取得明显进展，已基本形成了有中国特色的高层次人才培养模式，成为经济和社会发展的重要支撑。
2019年，对中国研究生院院长联席会而言，也是一个非常值得铭记的年份。1999年11月26日，经教育部批准，中国研究生院院长联席会正式成立。时光如梭，转眼之间中国研究生院院长联席会已经成立20年了。20年来，在成员单位与各位院长的共同努力和支持下，已取得了一些引以为傲的工作成绩。如今的院长联席会已成为我国研究生教育决策的重要智力源与思想库、研究生教育改革与创新的先行者、中外研究生教育合作与交流友好使者、国内研究生培养单位合作与发展的重要平台。
20年来，在国务院学位委员会和教育部历任领导的关怀、支持和指导下，院长联席会各成员单位紧密围绕中国研究生教育改革发展的重大理论与实际问题，组织开展系列重大战略问题研究和前瞻性课题调研，推动与国外著名研究生教育协会合作交流，开展了高水平学术交流和咨询服务，不断推进自身组织建设，在引领中国研究生教育理念创新、服务国家重大战略需求、促进“双一流”建设、推进研究生教育治理水平提升等方面，都做了大量卓有成效的工作。
中国已进入了一个新时代，我们正在加快建设社会主义现代化国家，新时代对我国研究生教育提出了新任务和新要求。中国研究生院院长联席会各成员单位作为我国研究生教育重要主体力量，代表着我国研究生教育发展的最高水平，承担着研究生教育改革发展“领头㕍”重要职责。在从研究生教育大国迈向研究生教育强国的征程中，我们有责任、有能力担当起提升教育质量、实现内涵式发展的光荣使命，努力做研究生教育改革发展先行者、探索者和示范者。
《中国研究生教育年度报告》选题主要围绕研究生教育改革发展的重大问题、研究生培养单位办学实践中的热点和难点问题展开，已形成了聚焦问题、用数据说话、理念探讨与研究生教育实践问题有机结合的鲜明特色。在撰写本册报告之际，全国正处于抗击新冠肺炎疫情的特殊时期，我们专门新增了研究生线上教与学效果专题，以期引导同仁们关注并思考后疫情时代研究生教育发展走向。从2009年开始，研究生院院长联席会已组织连续出版了11册《中国研究生教育年度报告》。我们真诚希望，在中国研究生院院长联席会成员单位的鼎力合作支持下，立足实践、创新理念，不断总结成员单位在研究生教育中的一些好的经验和做法，将系列《年度报告》打造成为在国内外研究生教育领域有一定影响、对我国研究生教育决策和培养实践有重要参考价值的读物。

Preface
The year 2019 marks the 70th anniversary of the birth of People Republic of China. In the past 70 years, China's graduate education has shared the same destiny with the development of the country and the progress of Chinese people. It has gone through an extraordinary journey of rapid growth from zero to one and from small to big. In particular, since the 18th National Congress of the Communist Party of China, China's graduate education has entered a new stage of development. The reform of graduate education has been comprehensively deepened, quality awareness and development level have been greatly improved, and obvious progress has been made in structural optimization and adjustment. A high-level talent training model with Chinese characteristics has been formed, which has become an important support for economic and social development.
The year of 2019 is also a memorable year for the Association of Deans of Chinese Graduate Schools (ADCGS). On November 26, 1999, with the approval of the Ministry of education, ADCGS was officially established. Time flies. In a twinkling of an eye, ADCGS has been established for 20 years. Over the past 20 years, with the joint effort and support of institutional members and deans, we have achieved some proud achievements. Today, the Dean's Joint Council has become an important intellectual source and think tank for the decision-making of China's graduate education, a pioneer of graduate education reform and innovation, a friendly ambassador of collaboration and exchange between China and foreign countries on graduate education, and an important platform for collaboration and development of domestic graduate education institutions.
Over the past 20 years, under the care, support and guidance of successive leaders of the Academic Degrees Committee of the State Council and the Ministry of Education, the institutional members of the Joint Council of Graduate School Deans have focused on the major theoretical and practical issues of China's graduate education reform and development. The institutional members have organized and carried out a series of major strategic-thinking and forward-looking research projects, promoted collaboration and exchange with well-known foreign graduate education associations, and carried out high-level academic exchange and consulting service to continuously promote the construction of their own organizations. They have done a lot of excellent work in leading the idea innovation of China’s graduate education, serving the major strategic needs of the country, promoting the construction of "double first-class" and improving the governance effectiveness of graduate education.
China has entered a new era. We are speeding up the construction of a modern socialist country. The new era has put forward new tasks and requirements for China's graduate education. As an important main force of graduate education in China, the institutional members of ADCGS represent the top level of the development of graduate education in China, and undertake the important responsibility of a bellwether in the reform and development of graduate education. In the journey from a big country to a powerful country of graduate education, ADCGS has the duty and ability to shoulder the glorious mission of improving the quality of education and realizing the essential development, and striving to be the pioneer, explorer and demonstrator of the reform and development of graduate education.
The topic-selection process of the annual report on China's graduate education mainly focuses on the major issues in the reform and development of graduate education, and the hot and difficult issues in the practice of graduate education institutions. It has formed a distinctive feature of a problem-oriented, data-informed, and organic combination between conceptual discussion and practical issues in graduate education. For the special time period for the country to fight against COVID-19, the annual report added one new chapter devoting to the online teaching and learning effects of graduate education in order to guide colleagues to focus on and think about the trend of graduate education in the post-COVID era. Since 2009, ADCGS has published 11 volumes of annual report on Graduate Education in China. We sincerely hope that with the collaboration and support of the institutional members of ADCGS, grounded in the practice and innovative ideas, by continuous summarizing good experiences and practices of the members, the series of annual reports will have a certain impact on the field of graduate education at home and abroad, as well as an important reference reading for decision making and practical guidebook of China's graduate education.
