The construction of mentor team is crucial to the postgraduate education and training. As early as 2015, Tongji University started to implement the reform of the work system of tutors on a trial basis. On the one hand, it abolished the auditing link of tutors' qualifications and merged the qualifications of tutors with teachers' titles, and on the other hand, it decentralized the authority, so that the subcommittee of each discipline's degree evaluation would formulate and revise the Measures for Determining the Qualification of Graduate Tutors and the Allocation of Enrollment Quota according to the situation of the disciplines under its jurisdiction.
