Promoting Innovative Development of Graduate Education in the New Era - Peking University Departments Explore Graduate Education Quality Imp

  Since the Conference on Graduate Education of Peking University was held, all faculties and departments have taken prompt actions to hold special symposiums and conferences on graduate education, to study in depth the important instructions of General Secretary Xi Jinping on graduate education and the important instructions of Premier Li Keqiang, to implement the spirit of the National Conference on Graduate Education, and to implement the decisions and plans of the university. All faculties and departments summarized and explored their practical experiences and focused on the problems and discussed them in depth in accordance with the requirements of "four for" education and the goal of "double first-class" construction; in accordance with the philosophy of "centering on the growth and success of students", they implemented the concept of graduate education of Peking University. In addition, it has implemented the work arrangements of the "Year of Action for Quality Improvement of Graduate Education of Peking University" and promoted the innovative development of graduate education of Peking University in the new era. Up to now, nearly 20 faculties and departments have held their own conferences on graduate education in the form of special meetings, group discussions, departmental research, faculty and student discussions, etc. They have explored initiatives to improve the quality of graduate education by focusing on the mission of cultivating students, the allocation of enrollment plan, the management of cultivation process, the quality assurance of dissertation, and the construction of supervisory team, etc.

  Adhering to the original intention of nurturing people and establishing the concept of centering on students' growth and success

  Postgraduate education shoulders the important mission of talent cultivation and innovation and creation, highlighting the high expectations and requirements of the Party and the State for postgraduate education, and the importance and urgency of the demand for high-level talents in the construction of socialism with Chinese characteristics in the new era. The Conference on Graduate Education of Peking University clearly puts forward that all units, teachers and students of the university should comprehensively establish the concept of centering on the growth and success of students and enhance the ability to serve students in their own work. The conference on graduate education of all departments responded positively to the call of the university, adhered to the concept of centering on the growth and success of students, insisted on the original intention of nurturing people in graduate education, discussed how to reasonably lay out the graduate training programs according to the advantages of their own disciplines, the cultivation capacity of faculty and resources, how to make the effectiveness of teaching and nurturing people an important index for the evaluation of teachers, and how to invest more resources and manpower to guarantee the growth and success of students. The program is designed to provide a guarantee for students' growth and success. The College of Urban and Environmental Sciences, College of Earth and Space Sciences, and Department of Information Management have invited representatives of graduate students to attend meetings and seminars to improve the participation of graduate students in the work of graduate education.

  Exchange of experience and achievements to promote the exploration and practice of postgraduate education and start again

  Before and after the conference on graduate education of Peking University, all departments actively summarized the characteristics and achievements in various aspects of graduate education in recent years and formed a series of reports on "Exploration and Practice of Graduate Education of Peking University" for mutual learning and exchange, so as to further promote the reform and development of graduate education. HSBC Business School, School of Psychology and Cognitive Science, and Institute of Population Studies summarized their experiences in the implementation of the fundamental task of educating people with moral values, and in the area of Civic Education and Curriculum Civic Education. National Development Research Institute, School of Chemical and Molecular Engineering, School of Urban and Environmental Studies, School of Government Management, Institute of Molecular Medicine, and Peking University Third Hospital introduced the latest practice of comprehensive reform of doctoral training. The School of Law, the Department of Information Management, and the School of Environmental Science and Engineering demonstrated the construction of academic dissertation writing courses for doctoral students, the academic reporting system and other special practices. The College of Archaeology, Literature, and Art, the College of Engineering, and the College of Software and Microelectronics shared the achievements of professional practice education for graduate students. The College of International Relations shared its experience in international cooperation and international organization master's degree and other international talents cultivation. The School of Foreign Languages and the School of Earth and Space Sciences explored the system innovation such as the management of doctoral post scholarship and the real-name review of doctoral dissertation respectively. Through the summary and communication of the exploration and practice of graduate education, the departments sorted out their work, clarified their thinking, saw the direction and strengthened their confidence.

Exploration and Practice of Graduate Education of Faculties and Departments

  Focusing on reform and development, implementing the action of improving the quality of graduate education

  The Conference on Graduate Education of Peking University set the academic year of 2020-2021 as the "Year of Action for Quality Improvement of Graduate Education of Peking University", pointing out that the reform and development initiatives should be oriented to problems, and accelerate the transformation of graduate education from scale development to internal development. The working meeting on graduate education of all faculties and departments carefully studied the series of documents on the reform and development of graduate education in the new era of the Ministry of Education and the "Opinions of Peking University on Further Improving the Financial Support System for Doctoral Students" and "Opinions of Peking University on Strengthening the Management of the Cultivation Process of Doctoral Students", sorted out the current problems against the requirements of high-level talent cultivation, and planned the plan for improving the quality of graduate education.

  With regard to the allocation of enrollment plans, in response to the solidification of the allocation methods and approaches formed in the past years, each faculty indicated that it would revise the enrollment qualifications and the work plan for the allocation of enrollment plans of its own supervisors according to the relevant regulations of the university, and promote the allocation of enrollment plans to serve the national strategy, implement the university's decisions, serve the needs of the people and explore the frontiers of science and technology, and to favor the supervisors with strong willingness to supervise, more energy to invest and high degree of dedication. The program is tilted toward mentors with strong willingness, high commitment and dedication. The Institute of Population Studies, the School of Software and Microelectronics, and the Shenzhen Graduate School have been discussing the optimization of graduate student enrollment, enrollment structure, and enrollment plan allocation, and exploring the enrollment reform to help improve the quality of graduate education.

  In terms of training process management, in response to the problems of untimely completion of training process in some departments and relatively high percentage of postponement of postgraduates, the departments expressed that they would conscientiously implement the requirements of the university, assume the main responsibility, find the target of postgraduate training in their disciplines, realize the "process management" system instead of "target management" in doctoral education, and realize the requirements of the university. They will supervise and strictly control the training rules, and promote the growth of postgraduates by strengthening the management of the training process, such as course study, comprehensive examination, completion of the opening report and standardized pre-defense. College of Environmental Science and Engineering, Institute of Frontier Interdisciplinary Research, College of Modern Agriculture, etc. exchanged views on optimizing the setting of cultivation program, strengthening the construction of curriculum system, improving the important cultivation links and triage mechanism of doctoral students, and discussed the initiatives to strengthen the management of cultivation process such as establishing annual audit of doctoral students.

  In terms of dissertation quality assurance, each faculty proposed to implement a comprehensive evaluation mechanism of innovative achievements based on strengthening the training process management and enhancing the guidance of supervisors, explore the reform and innovation of the dissertation evaluation method, avoid problematic dissertations from passing with diseases, and take multiple measures to ensure the quality of dissertations. The School of Engineering, School of Physics and School of Government and Management have discussed the mechanism and system construction work, such as the introduction of the implementation rules of comprehensive evaluation of innovation results and the establishment of academic innovation audit team, to improve the academic innovation ability and thesis quality of graduate students and effectively enhance the international competitiveness of graduate education.

  In terms of the construction of the supervisor team, each faculty clarified that the supervisor is the first person responsible for the cultivation of postgraduates, required the supervisor to increase the investment of energy in academic guidance, care about helping students solve their life problems, be both an academic and a life coach, and establish a scientific and reasonable evaluation mechanism to realize the combination of self-evaluation of the supervisor, evaluation of current students and graduates, and comprehensive evaluation of the faculty. The College of Life Sciences and other faculties exchanged views on the construction of teacher morality and teacher style of the mentor team, emphasizing that the mentor team should make efforts to implement the fundamental task of establishing moral education and return to the original intention of educating people, and cooperate with the student work office to strengthen the care and concern for postgraduates and cultivate high-level talents with both moral and talent.

  It is understood that some faculties and departments have postponed the meeting on postgraduate education in their own units according to the requirements of the university for epidemic prevention and control. The Graduate School will continue to pay attention to the implementation of the "Year of Action for Quality Improvement of Graduate Education" in each department, and continue to go deeper into the departments to conduct communication and research on improving the quality of graduate education with the focus on the growth and success of students, and make joint efforts to solve the problems and challenges faced by the reform and development of graduate education, so as to implement the spirit of the National Conference on Graduate Education and the plan of the Conference on Graduate Education of Peking University.
