  Editor's Note: In recent years, Peking University has deeply promoted the comprehensive reform of postgraduate education, and each department has made a series of exploration and practice in implementing the fundamental task of establishing moral education, innovating the enrollment and selection mechanism, improving the talent cultivation system, and strengthening the construction of the supervisory team, etc., forming experiences and achievements with their own characteristics. In order to study and implement the spirit of the National Conference on Graduate Education and promote the development of graduate education in the new era, the Graduate School has launched a series of reports on "Exploration and Practice of Graduate Education in Peking University", focusing on the characteristics and achievements of each department in the cultivation of graduate students for mutual learning and exchange, and further promoting the quality improvement of graduate education.   In 2017, Peking University launched the reform of the financial support system for doctoral students as a breakthrough to break the previous resource allocation pattern, explore an efficient resource allocation model, stimulate the motivation of all parties, explore the path of institutional innovation of doctoral education mechanism, and promote the improvement of the quality of postgraduate education.

        The main contents of the reform of financial support system

  Change the way of budgeting, from budgeting by person to budgeting by position. The previous way of budgeting by person has led to the need of scale expansion to a certain extent. After the reform, the university set up post scholarships. When making budget allocations for scholarships at the faculty level, the university no longer makes budget allocations based on per capita funding, but rather on the setting of teaching assistantships and research assistantships. The university provides scholarships to fund teaching assistants, part-time student counselors, and some research assistantships, and faculties and supervisors allocate research assistantships according to their research status and bear the corresponding funding, making the university's resource allocation closely integrated with the disciplinary characteristics, teaching contributions, research status, and talent cultivation scale of faculties, providing an effective mechanism to enhance the university's ability to regulate resources and achieve the goals of scale control and structural adjustment.

Graduate students conduct experimental observation

  Integrate the use of various funding resources and improve the efficiency of funding use. In the management and use of funds, the university abolished the various types of doctoral scholarships that were originally set up separately, and integrated the management of various types of funds such as state-allocated funds, university-level funds, labor fees for research projects and donations, and unified them for the establishment of doctoral postgraduate scholarships, which improved the overall efficiency of the use of funds. The amount standard has been greatly increased compared with the original scholarship set up by items. At the same time, we try to incorporate the endowment scholarship into the doctoral post scholarship system by way of title scholarship, forming a new mode of fund coordination and providing new ideas for the future synergy between the endowment fundraising work and the cultivation of top talents.

  The unified post scholarship system was set up and strict post management was implemented. After the reform, the university abolished all kinds of scholarships which were set up separately and set up unified post scholarship for doctoral students. Each doctoral student is required to take up the duties of teaching assistants, research assistants and part-time student counselors. The assumption of duties by doctoral students is not only a requirement for obtaining the post scholarship, but also a training and training that doctoral students must receive.

       Significant impact of the reform of financial aid system

  The reform of doctoral student funding system is not only about the funding of students, but also touches all aspects of teaching, research and talent cultivation of the university, which is a reform of the mechanism and system and has an important impact.

  Through the integrated management of various types of funds, the university's ability to deploy funds has been greatly enhanced, and the financial support system has played a stronger role in guaranteeing and supporting the training of doctoral students, and has guided the flow of resources to supervisors with high research activity and important research directions, thus improving the overall efficiency of the use of funds.

  The integration of research funds into the integrated management has strengthened the responsibility of supervisors, making them more cautious in enrollment and more committed in cultivation, effectively promoting the implementation of the management of the doctoral training process and the establishment of the triage mechanism. Talent cultivation is closely integrated with research on frontier scientific research, emerging interdisciplinary disciplines and major national needs, and research topics become the key carrier for the cultivation of top innovative talents, guiding doctoral students to engage in creative research, enhancing their innovation ability and generating innovative output.

  Doctoral students take up teaching assistants, research assistants and part-time counselors, becoming an important force in promoting teaching reform, improving teaching quality and strengthening student management, while postgraduates get all-round ability training through participating in their posts.
