The 2007 Working Conference of the Joint Council of Deans of Graduate Schools of China was held in Changsha, Hunan Province from April 2 to 3, 2007, which was jointly held with the National Provincial Academic Degrees Committee. The meeting was attended by academician Yang Yuliang, the director of Academic Degrees Office of the State Council, Guo Xinli and Liang Guoxiong, the deputy directors, and comrades in charge of various divisions; the deans of graduate schools of the Joint Council of Deans and the deputy directors of provincial education departments in charge of degree and postgraduate education work, and the directors or deputy directors of provincial degree offices attended the meeting.
The meeting was held in Hunan Hotel. Deputy Director Liang Guoxiong of the Academic Degrees Office of the State Council presided over the opening ceremony, and Vice Governor Guo Kailang of Hunan Provincial People's Government arrived at the conference and expressed his warm congratulations to the conference. On the meeting, Comrade Guo Xinli, Deputy Director of Academic Degrees Office of the State Council, conveyed the spirit of the 23rd meeting of Academic Degrees Committee of the State Council; Deputy Director Liang Guoxiong introduced the work of national pilot trial reform of postgraduate cultivation mechanism; Academician Yang Yuliang, Director of Academic Degrees Office of the State Council, made a speech on the main ideas and priorities of the work of Academic Degrees Office in 2007. During the group discussion, the participants focused on the topics of "1. factors affecting the quality of graduate students and their root causes; 2. how to improve the quality of graduate students by reforming the cultivation mechanism of graduate students and improving the innovation ability of graduate students; 3. how to further improve the quality of graduate students in the context of the overall design of the work plan of "Doctoral Quality Analysis". The relevant comrades of the provincial degree committees also exchanged ideas on the topics of "how to further strengthen the provincial coordination, scientific planning, improve the development level of regional degree and postgraduate education, and strengthen the management of bachelor's degree work".
