The 2004 Working Conference of the Association of Chinese Graduate Schools(ACGS）was held in Xiamen from April 10 to 12, 2004. (The Graduate School of Xiamen University was responsible for the meeting). The meeting was attended by Academician Zhou Qifeng, Director of the Academic Degrees Office of the State Council, Comrade Wang Yajie and Comrade Li Jun, Deputy Directors, Comrade Han Jianhua, Student Department of the Ministry of Education, Comrade Zhu Chonggong, Vice Mayor of Xiamen City, Directors of various divisions of the Academic Degrees Office of the State Council and Deans or Executive Vice Deans of 57 graduate schools in China. The meeting firstly discussed the draft Degree Law, and also discussed, revised and adopted the "Suggestions on Reforming Postgraduate Training Mechanism (Discussion Draft)" proposed by the joint meeting. After the meeting, the "Report on the Suggestions and Opinions on Reforming the Postgraduate Training Mechanism" was submitted to the Ministry of Education in the name of the Association of Chinese Graduate Schools(ACGS）.
