On January 21, 2013, the Joint Council of Deans of Chinese Graduate Schools held a seminar on "China Graduate Education Quality Alliance" at Peking University. Xu Weiqing, Director of Quality Supervision and Informatization Division of the Academic Degrees Office of the State Council, and dozens of deans from Peking University Graduate School, Tsinghua University Graduate School, Renmin University Graduate School and Nankai University Graduate School in Beijing and Tianjin, as well as Liao Xiaoling, Director of the Secretariat of the Joint Committee, attended the seminar.

The seminar was chaired by Chen XI, Secretary General of Association of Chinese Graduate Schools(ACGS）of Peking University. Director Xu Weiqing firstly introduced the background and significance of the establishment of "China Graduate Education Quality Alliance", and President Chen XI briefly introduced the work that the Joint Council of Deans had done around the "China Graduate Education Quality Alliance". On the basis of the "Draft Plan for the Establishment of China Graduate Education Quality Alliance", all the deans participated in the meeting, with the starting point of promoting the establishment and operation of the "Quality Alliance" as soon as possible, and actively suggested the nature, purpose and mission, organizational structure, system and operation mechanism of the "Quality Alliance". In the light of the establishment and operation of the "Quality Alliance" as soon as possible, from the nature, purpose and mission of the "Quality Alliance", organizational structure, system and operation mechanism, and other aspects of active advice, express their own views, and Xu Weiqing, director of the full exchange and communication.

On the basis of summarizing the speeches of the deans, President Chen XI pointed out several key aspects of the next step of the "Quality Alliance", discussed and implemented the work plan and tasks with the participating deans, and called on the deans to actively participate in the construction of the "Quality Alliance". The work of the Alliance All graduate schools in the Consortium should aim at high-level graduate education and use the "Quality Alliance" as a platform to make continuous efforts to lead high-quality graduate education in China.
