From November 28 to 30, the 2018 Annual Meeting of Association of Chinese Graduate Schools(ACGS）in China, sponsored by Association of Chinese Graduate Schools(ACGS）and hosted by East China Normal University, was held at East China Normal University. More than one hundred people, including vice presidents, deans and executive vice presidents of graduate schools from 57 member institutions of the Joint Conference and invited institutions, such as Tsinghua University, Peking University, Renmin University of China and Wuhan University, attended the conference to discuss the road of development and improvement of graduate education. Zhang Dongxiao, Secretary General of the Joint Conference and Executive Vice President of Graduate School of Peking University, delivered an opening speech. He introduced the basic background of the conference: 2018 is the opening year of implementing the spirit of the 19th CPC National Congress and the opening year of the "double first-class" construction. Cultivating leading talents in science and technology has been upgraded to a national strategy. This year is the 40th anniversary of the resumption of postgraduate enrollment, and China has made outstanding achievements in postgraduate education. Zhang Dongxiao also briefly reviewed the development history of the Joint Committee since its establishment and wished the annual meeting a complete success.

In his speech, President Qian Xuhong of East China Normal University welcomed guests to the conference on behalf of the university. Mr. Jiang Hong, inspector of Shanghai Municipal Education Commission, introduced the general situation of degree and postgraduate education in Shanghai in terms of the layout structure of degree points, the scale structure of postgraduates and the structure of enrollment types. He emphasized that Shanghai has been insisting on deepening the reform of degree and postgraduate education as an important engine to drive the connotative development of higher education, focusing on cultivating first-class talents, developing first-class disciplines and building first-class universities. Mr. Hong Dayong, Director General of the Department of Degree Management and Postgraduate Education of the Ministry of Education, was invited to give a keynote speech at the conference. Hong Dawei pointed out that it has become a widespread consensus to provide first-class postgraduate education, taking into account the statement in the report of the 19th CPC National Congress that "building a strong education nation is a fundamental project for the great rejuvenation of the Chinese nation, and it is necessary to give priority to education, deepen education reform, accelerate education modernization, and run a satisfactory education for the people". He pointed out that as educators, we should look at postgraduate education from the perspective of building a strong education country and meeting people's needs for a better life. He elaborated his understanding of building a strong country for postgraduate education from seven dimensions, including educators' mentality and cultural confidence, institutional mechanism, postgraduate training standards, faculty, students, contribution and influence, which resonated strongly with the participants. The delegates talked about their opinions on the construction of "double first-class" and postgraduate education under the new situation, and had extensive and in-depth exchanges and discussions on such topics as innovation of enrollment system and mechanism, innovation of postgraduate training mode, improvement of postgraduate training quality, and construction of internal and external quality assurance system of postgraduate education, reflecting the sincere thoughts and confusions of the postgraduate education front.
