On May 5, 2014, the working meeting of the Association of Chinese Graduate Schools(ACGS)was held in Peking University. Huang Baoyin, Deputy Director General of the Department of Academic Degrees and Graduate Education of the Ministry of Education, Xu Weiqing, Director of Quality Supervision and Information Division, Li Qiang, Director of Graduate Admissions Division of the Department of University Students, Chen XI, Secretary General of the Joint Meeting of Deans, Vice President of Peking University and Dean of Graduate School, and Deans and Executive Vice Deans of 57 member institutions of the Joint Meeting of Deans attended the meeting, totaling more than 90 people. The meeting was chaired by Li Jing, Executive Vice President of Graduate School of Nankai University, the rotating chairman.
The meeting focused on the preparation for the establishment of "China Postgraduate Education Quality Alliance", and the work of the Joint Committee in 2014 was arranged. The participating deans exchanged views with Director Xu Weiqing and Director Li Qiang on the qualified assessment of degree authorization points and postgraduate enrollment respectively.
Deputy Director Huang Baoyin firstly fully affirmed the preliminary work done by the joint dean's association on the preparation of the alliance, and stressed again the high-quality positioning of the alliance. Huang Baoyin pointed out that cultivating a third-party organization in the field of postgraduate education and making different voices outside the government conformed to the development needs of society and the times, and hoped that the Alliance, as a self-regulatory group initiated and formed by institutions representing the highest level of postgraduate education in China, could play an active role in guaranteeing and promoting the improvement of the quality of postgraduate education in China.
Secretary General Chen XI introduced the preparatory work of the Alliance to the participating deans from the significance of the establishment of the Alliance, the preliminary preparatory work of the Alliance, the purpose and main tasks of the Alliance, and made it clear that the Alliance will aim at the pursuit of excellence in quality, unite and coalesce domestic postgraduate training units with common aspirations and considerable foundation based on the principles of voluntariness, cooperation and development, and carry out quality self-regulation and Through self-regulation of quality and in-depth cooperation with high standards, it promotes the individual development of member institutions and the overall progress of the alliance, thus leading the reform and development of Chinese postgraduate education and promoting the improvement of the quality of Chinese postgraduate education.
Wang Tianbing, vice dean of Graduate School of Peking University, and all of them combed through the constitution and declaration of the alliance one by one, and explained and clarified the next working arrangement. During the discussion, the participating deans put forward some very good opinions and suggestions, and expressed their full support for the Joint Council of Deans to continue the preparatory work for the establishment of the Quality Alliance and strive to make this work special and bright.
Director Xu Weiqing introduced the work related to the next step of conducting the qualified assessment of degree authorization points and the special assessment of degree authorization points, and widely solicited the opinions and suggestions of the deans present on the guidelines for self-assessment of degree authorization points, the elements of sample assessment of degree authorization points and the summary report of self-assessment of degree authorization points. Director Li Qiang, combined with the characteristics of high quality positioning of the Union, fully communicated with everyone on expanding the autonomy of enrollment of colleges and universities, exploring classification and selection, strengthening information disclosure and other postgraduate enrollment work, and discussed the ideas and initiatives to further improve the quality of postgraduate education.
